shc ca provision

provision a tenant CA whose intermediate is produced by a ca-signer connection

Provision a FIRST-time tenant CA whose intermediate comes from an external ca-signer connection (—signer): csr-sign (Vault PKI — SHC holds the local intermediate key, the backend signs SHC’s CSR) or key-escrow (pfSense — the backend mints both halves and escrows the key back). Refuses a tenant that already has a CA (use ca reprovision).
